Maryland has opted out of the federal exemptions for all
debtors, regardless of residency. “In any bankruptcy
proceeding, a debtor is not entitled to the federal exemptions
provided by § 522(d) of the federal Bankruptcy Code.”
Md.Code Ann, Cts. & Jud. Proc. § 11-504.

B.R. 80 (Bankr. M.D. Penn. 2008) (Maryland bars resident and
nonresident debtors from using the federal exemptions.). So if
Maryland is the applicable state, debtor cannot use the federal
exemptions regardless of debtor's state of residence.
